Drs. H. MOEHARDJO
He joined Mobil Oil Indonesia Inc. as an Associated Financial Analyst, his carriers path in this company were Tax Manager, Accounting Manager, Audit Manager and Financial Services Manager. After retired he conducting as a Senior Financial and Tax Advisor. Currently, he is a Senior Consultant of Ernst & Young - Prasetyo, Sarwoko, Sandjaja. He has been performing a training instructor on PSC financing, auditing, taxation and as a speaker in various seminars and work-shops on taxation and auditing for many years. He is a member of the Board of Managers and the Governor in the Institute of Internal Auditor Indonesia Chapter (IIA Indonesia Chapter). He is also a member of IFA (International Fiscal Association), as well as Asosiasi Fiskal Indonesia (AFI). He has successful conduction as facilitator with the area expertise in financial management for oil and gas industry.

TATA CARA PENGADAAN BARANG DAN JASA DI INDUSTRI HULU MIGAS

14-17 Oktober 2008, Planet Holiday Batam*
Merujuk pada Undang-undang migas dan ketentuan PSC, bahwa hak kuasa penambangan Migas ada ditangan Pemerintah. Operasi pencarian dan pengambilan sumber-sumber Migas dilakukan oleh Badan Usaha atau “Kontraktor” yang dalam pelaksanaannya di atur oleh Badan Pengatur Operasi Hulu Migas, yaitu BP Migas. Seluruh assets dan hasil migas tetap menjadi milik pemerintah, dan sementara keuntungan yang diperoleh oleh masing-masing pihak (pemerintah dan kontraktor) merupakan bagi hasil produksi setelah dikurangkan biaya-biaya termasuk pajak. Karena sifat dari model usaha PSC ini maka setiap investasi terhadap barang dan jasa yang mendukung operasi harus berada di dalam koridor aturan dan procedure yang diterapkan oleh pemerintah. BP Migas menjalankan fungsinya dalam mengatur dan mengawasi kegiatan Kontraktor KPS termasuk dalam pengadaan Barang dan Jasa tersebut. Pengadaan barang dan jasa di Migas selain harus mengedepankan aspek kepentingan rakyat, juga harus menerapkan prinsip-prinsip efektif dan efisien, dan keterbukaan. Dalam training 4 hari ini akan dibahas mengenai prinsip-prinsip dasar, sistem dan prosedur serta pelaksanaan pengadaan barang dan jasa di Industri Hulu Migas dalam koridor aturan PTK 007 BP MIGAS.

Beliau telah memiliki pengalaman praktis dibeberapa perusahaan Multi Nasional seperti, PT. IBM, United Tractors. Saat ini beliau sebagai konsultan, pengajar dan peneliti di bidang production operation untuk beberapa perusahaan terkemuka termasuk perusahaan Migas. Beliau memperoleh gelar sarjana Teknik Mesin dari ITB, gelar master dalam bidang Manajemen Bisnis (MBA) dari Universitas Wincousin, USA, serta gelar doktornya di peroleh dari The Smeal College of Business Administration, Pennsylvania State University, Park, PA, USA. Plan of Development (POD) is the key point in the Oil and Gas business of Indonesia Upstream Oil and Gas project. POD is a guideline for “The Contractor “ (KKKS) in running the oil and gas project. The Facilitators
Ir. SINANG BULAWAN, M.Sc*. Received Bachelor Degree in Petroleum Engineering from UPN Yogyakarta and Master Degree in Petroleum Engineering from ITB, Bandung. He has more experience in petroleum industry with various responsibility in planning engineering, production, operation and drilling etc. Currently he as Head of Exploitation, Planning Division of BP Migas. (waiting for confirmation) Prof. DR. Ir. Widjajono Partowidagdo, MSc, MSOR. He is a professor of petroleum economic and an instructor that has high qualification both in academic and practical expertise in petroleum economics in oil and gas industries and he has conducted many project consultations of major oil and gas industry in Indonesia. He is a senior lecturer in Petroleum Engineering, Bandung Institute of Technology and Magister Management Programs, ITB. He received BS degree in Petroleum Engineering from Petroleum Department, ITB, Master degree (M.Sc.) in Petroleum Engineering and Operations Research, Master degree (MA) in Economics and Doctor (Ph.D) in engineering both from University of Southern California, USA. He also gets many short course programs in Energy Planning & Policy from University of Wincousin, USA; Energy Economic Study from AIT, Bangkok-Thailand; and Resources Accounting Course from World Resources Institute, Washington DC, USA RINTO PUDYANTORO, SE, MM. He received BS degree in Finance Accounting from Gajahmada University and master degree in International Finance. Currently he attends to Doctor degree in Resources and Environment Economics. He has more that 15 years working experience in oil and gas industry. Currently he joint to BP Migas and Accounting and Revenue Division of BP Migas.

Pengadaan tanah/lahan untuk investasi di Industri Extractive membutuhkan areal yang sangat luas dan dalam pelaksanaannya sering muncul persoalan di sekitar pengalihan asset atau sewa pakai hak atas lahan baik dari masyarakat atau institusi pemerintah (misal Depatemen kehutanan) dengan pihak perusahaan extractive.
